The lib is created, registered and unregistered on the fly, which is handy.
You can do the same thing with any Automation Library. It's an easy way to
distribute files your VEE software might be dependant on without using an
installer. Redistribution of course implies you have the right to do so.

The library is created and registered in whatever happens to be the current
directory. If you wish to keep it (and you're most welcome to do so - and
you're free to use it in whatever way you choose, including redistribution),
you can simply move it to any convenient location and issue the command
"regsvr32 Clip.dll" from a command prompt in the same directory where the
library is located.
